Cosmos 2400, part of Russia's Rodnik-S or Strela family of military store-and-forward communications satellites — small, cheap, relatively short-lived spacecraft that relay encrypted data for Russian military units in the field. Russia has launched dozens of these under generic Cosmos designations since the Soviet era specifically to avoid revealing operational details of its tactical military communications network.
