EMISAT, India's first dedicated electronic intelligence satellite, launched April 1, 2019 — just five days after India tested its first anti-satellite missile, destroying its own Microsat-R target satellite and scattering hundreds of pieces of debris, some of which crossed the ISS's orbital altitude. EMISAT's genuinely undisclosed 'Kautilya' payload passively detects, locates, and characterizes foreign military radar emissions from orbit without transmitting anything itself — a capability modeled partly on Israel's SARAL satellite design and developed by India's DRDO for at least five years before launch.
