Second satellite of the second Yaogan-31 triplet, part of China's continuing investment in the high-altitude JB-8 family of ELINT triplets alongside Yaogan-9, 16, 17, 20, and 25. This parallel high-altitude constellation, running alongside the much larger low-altitude Yaogan-30 program, suggests China values redundant naval surveillance architectures operating at different orbital geometries simultaneously.
