The first of Italy's four-satellite SAR constellation that images Earth through clouds and darkness. COSMO-SkyMed launched Italy's dual-use civilian-military observation capability — monitoring flooded farmland, tracking ships, or assessing military movements. During the 2011 Libyan conflict, it gave European governments daily ground truth that changed diplomatic calculus.
