Second satellite of the Yaogan-16 triplet, part of China's expanding naval ocean surveillance constellation. By 2012, this second ELINT triplet generation gave PLA naval intelligence overlapping coverage with the earlier Yaogan-9 formation, improving both the frequency and geographic reach of ship-emission geolocation across the Western Pacific.
