Second satellite of the Yaogan-17 triplet, part of China's third-generation naval ocean surveillance formation. With three ELINT triplets operational by 2013, PLA naval intelligence could track naval emissions across the Pacific with meaningfully shorter gaps between successive satellite passes over any given patch of ocean.
