India's ocean wind scatterometer, fast-tracked as an emergency replacement after its predecessor's instrument failed. India couldn't afford a monsoon season gap in ocean wind data. SCATSAT was approved and launched in record time — the urgency reflecting how critically Indian forecasters depended on ocean wind measurements for cyclone and monsoon prediction.
