Second satellite of the first Yaogan-31 triplet, part of China's sixth generation of naval ELINT triangulation formations. By 2018, China was operating ELINT triplets in two distinct orbital regimes simultaneously — the high-altitude JB-8 family (Yaogan-9 through 31) and the lower, more numerous Yaogan-30 series — providing layered, redundant naval surveillance coverage.
