Second satellite of the second Yaogan-40 triplet, part of China's expanding polar-orbit naval surveillance architecture. With this launch, Yaogan-40 adopted the same three-satellite triangulation formation used throughout China's decade-long ELINT satellite program, but at an orbital inclination providing genuinely global rather than Pacific-limited ocean surveillance.
