GPS BIIRM-2 (PRN 31), launched in 2006, carries the modernized M-code and L2C signals that define the Block IIR-M generation. Each IIR-M satellite is essentially a Block IIR spacecraft with an upgraded antenna panel and signal generator bolted on — rather than redesigning the whole satellite from scratch, GPS engineers modernized the existing proven bus, a deliberate low-risk strategy that got new capability into orbit faster than starting over would have allowed.
