The companion to SES-20, a C-band satellite at 95°W completing SES's transition to upper C-band frequencies for US cable television distribution. The four new SES C-band satellites (SES-18, 19, 20, 21) represent a complete fleet replacement driven by regulatory policy rather than market demand — one of the most unusual satellite fleet investment programs in history, funded by wireless carriers through FCC transition payments.
