Five Yaogan-39 groups within roughly a year of the family's debut — alongside parallel expansion of Yaogan-35 and Yaogan-36 — reflects the scale of China's mid-2020s investment in replacing its aging naval ELINT infrastructure with multiple newer, more capable reconnaissance satellite families operating simultaneously.
