An SES satellite at 103°W built for the US C-band spectrum clearing program. SES-19 and SES-18 were designed and launched specifically so that SES could vacate the lower C-band frequencies used by its existing satellites, freeing that spectrum for 5G wireless. The US government paid SES and Intelsat billions of dollars in accelerated relocation payments — effectively funding new satellites so that the 5G wireless industry could access spectrum previously occupied by satellite television.
